DeLuca Passes Plan to Streamline Municipal and School District Projects, Encourage Faster Completion and Save Taxpayer Dollars

SPRINGFIELD, Ill. – As part of his efforts to streamline government processes and save taxpayers money, state Rep. Anthony DeLuca, D-Chicago Heights, passed a plan out of the House this week that authorizes all municipalities and school districts to use the design-build delivery method for government construction contracts.

“I’m in constant contact with local governments on ideas that can make government more responsible and efficient, and this measure is a reflection of that,” DeLuca said. “Instead of forcing communities to pursue a process that could create more red tape, less coordination and cost them more money, we’re creating additional flexibility in their decision-making process.”

DeLuca led House passage of Senate Bill 1570, which expands the ability of municipalities and school districts to use the design-build delivery method for government contracts. Presently, only home-rule municipalities and state agencies may use design-build when contracting for public projects. DeLuca’s measure extends this ability to non-home-rule municipalities.

Design-build is when the designer or architect of a project and the contractor for the completion of the project is the same person.

“I’m appreciative of the advocates who came to us on this topic,” DeLuca said. “It’s critical that we continue to listen to local leaders and advocate for smart policy changes that respect taxpayers.”
