Hope you and your family are staying healthy and enjoying the summer weather and activities. I’d like to provide you a quick update on 2 important legislative matters Rep DeLuca sponsored this past spring session.
1) House Bill1785, an important education initiative, will increase transparency and community input when a school district is considering closing a school. HB1785, which passed both the House and Senate unanimously, says, “the school board must hold at least 3 public hearings, the sole purpose of which shall be to discuss the decision to close a school building and receive input from the community” Each public hearing requires 10 days’ notice. HB1785 was sent to the Governor on June 23rd and is awaiting his signature.
2) Senate Bill 2531, an important amendment to the Income Tax Act, deals with (SALT), the State and Local Tax Deduction limit imposed by the Tax Cuts and Jobs Act. One part of the 2017 Tax Cuts and Jobs Act, (TCJA), capped the SALT deduction at $10,000.00, which negatively impacted Illinois taxpayers as they could no longer claim the full deduction they were previously entitled to. Some of the proponents of SB2531 are the IL. Chamber of Commerce, Taxpayers’ Federation, Dental Society, Manufacturers Association, Community Bankers, Automobile Dealers, IL. Farm Bureau, National Federation of Independent Businesses, IL. CPA Society and the Retail Merchants Association. SB2531 passed the House and Senate unanimously and was sent to the Governor on June 28th and is awaiting his signature.
